I set my taskbar clock so that it would display time in miltary time with UserFormat HH:mm t, but it doesn't conform to that. If the time is 01:50 A for example, I get 1:5 A. Is there a way to force the taskbar clock to always show four digit number times?

Type in 2H:2m in the UserFormat. That should do it.
